Open Access and Licensing Policy

SAER Journal follows an open access publishing model designed to make scholarly knowledge as widely accessible, readable, and reusable as possible. Readers may access the full text of articles published in the journal online without paying subscription or access fees.

1. Open Access Principle

The full text of articles published in SAER Journal is freely available online immediately upon publication. Registration, subscription, or payment is not required for readers to access published scholarly content.

The journal's open access policy is intended to support the dissemination of scholarly knowledge, increase the visibility of research findings, and promote equitable access to academic information.

2. Licensing

Unless otherwise expressly stated, articles published in SAER Journal are made available under the Creative Commons Attribution 4.0 International (CC BY 4.0) license.

Under the CC BY 4.0 license, users may share, copy, distribute, adapt, and reuse published material in any medium or format, provided that appropriate credit is given, a link to the license is provided, and any changes made to the original material are clearly indicated.

3. Attribution Requirements

When published content is reused, appropriate attribution should include the name of the author or authors, article title, SAER Journal, publication details, and, where available, the DOI or other persistent link.

Reuse must not imply that the original authors or SAER Journal endorse the reused material, product, interpretation, or related activity unless such endorsement has been expressly provided.

4. Copyright

Unless otherwise required by a specific agreement or applicable law, authors retain copyright in their published work. Authors grant SAER Journal the rights necessary to publish the article and make it publicly available on an open access basis.

Authors retain moral rights and any other non-transferable rights available to them under applicable intellectual property legislation.

5. Third-Party Material

Photographs, figures, tables, scales, illustrations, datasets, or other third-party materials included in an article may be subject to licensing terms different from the general open access license applied to the article.

Authors are responsible for obtaining any permissions required to reproduce copyrighted third-party material and for accurately identifying the applicable licensing status of such material.

6. Authors' Reuse Rights

Authors may share their published articles on personal websites, institutional repositories, academic networks, and other appropriate scholarly platforms. When redistributing the published version, authors should provide the relevant bibliographic information and, where available, a link to the article DOI.

7. Archiving and Distribution

In accordance with its open access principles, SAER Journal permits published content to be indexed, preserved in scholarly repositories, and distributed through appropriate academic channels. The integrity of the published content, attribution information, and applicable license terms should be preserved.

8. Reader Access Charges

SAER Journal does not charge readers for accessing, reading, or downloading published articles.

Any article processing, evaluation, or publication charges applicable to authors are disclosed separately and transparently on the journal's Fee Policy page and do not alter the open access status of published content.

9. Changes to Licensing Terms

The license applicable to an article at the time of publication will not normally be retrospectively restricted unless required by law or supported by a valid agreement between the relevant parties. Any changes to the journal's licensing policy for future publications will be communicated transparently.

10. Policy Updates

SAER Journal may review and update this policy in response to developments in open access publishing, Creative Commons licensing, intellectual property practices, and scholarly communication standards.
